in Rotuma, please check cluster for spots. Operating at or close to the
usual DX frequencies; also will try and cater for novice station band

DAYLIGHT SAVING TIME (DST). Did you remember to change your clocks?
Countries in the Northern Hemisphere (most of N. American and some of
the Caribbean) who observe Daylight Saving Time should have changed their
clocks on Sunday, March 12th at 2:00 AM, and should have moved their "local
clocks" forward 1 hour to 3:00:00 AM local time. Daylight Saving Time
will end on Sunday, November 5th at 2:00 AM. European countries will
switch to DST on March 26th. For the history and details about DST,
as well as an interesting map of the world (showing the countries who
observe DST), see: http://en.wikipedia.org/wiki/Daylight_saving_time
                   http://www.timeanddate.com/time/dst/2017.html
ADDED NOTES: Hopefully, all amateur radio operators know not to change
their GMT/UTC/ZULU clocks. However, since most operators usually set their
computers to local time, some may have to change their settings on "some"
ham radio software (ex. logging, propagation, DXTelnet, etc..) programs.

NA-085. Bruce, K5TEN, will activate Dog Island using the callsign K4D
between June 3-10th. Dog Island, Florida, is an extremely rare
IOTA because access is controlled by the 20 or so homeowners
on the island. There are no hams on the island, and the only
activations have been done by Bruce over the last 4 years.
Access is by permission only and permission by one of the
homeowners. It is only accessible by private charter or single
engine fixed wing aircraft. The airstrip is overgrown so private
charter is the only real choice. There are no streets, roads,
stop signs, trendy cafes, or beachfront bars. If you need it
you bring it. Activity will be both SSB and CW, on 40-6 meters.
Bruce will be checking 10m and 6m often for Sporadic E. Look
for him during daylight USA on 15 and 20 meters, nighttime 30
and 40m. Possibly 80 meters as well, depending if he can safely
get the 80m Doublet up. QSL via K5TEN, SASE REQUIRED for state-
side and DX (DX 2 USDs REQUIRED). For more details, watch the
           discussion on Eham.net at:
           http://www.eham.net/ehamforum/smf/index.php/topic,113944.0.html

Operations will also be during the CQWW WPX CW and SSB Contests.
Activity will be on 40/20/17/15/12/10/6 meters using CW, SSB,
PSK31 and RTTY. QSL requests are via PayPal account
or via QSL Manager XE1SOV direct
           (no IRCs).

REALTIME BAND CONDITIONS WEB SITE :
The purpose of this experimental Web site is to provide 24-7-365 actual
(REALTIME) band condition information to CW QRPp, QRPe and CW/SSB for
Contesters interested in increasing their scores. It can also be of
benefit to other Radio Amateurs to determine band conditions for Nets
and casual QSO's. This information is NOT based on any software pre-
dictions or any kind of satellite based readings. It is based on a
new Ionospheric sounding method called "HF Ionospheric Interferometry"
which operates very similarly to the PolSAR system used by NASA.

VQ9, CHAGOS ISLANDS. Jim, ND9M, is once again active as VQ96JC from Diego
Garcia Island (AF-006). He informs OPDX, "I’m hoping to be back on the
air later this week..... First I have to make new antennas; the old ones
disappeared while I was gone. The operation will be the usual Field Day
portable style each evening my time (GMT +6 all year) (see OPDX.1283 for
details); that is take the boat to the island, lug everything to 'Fire
House Park' (where there's actually 110VAC!), set up the rig and antennas,
operate for 3 hours or so, break everything down, and pack it all back
to the ship [ed. this is because of no more club station on the island].
My VQ96JC license is still valid until July, but I'm trying to get in
touch with the licensing officer to see if I can change it to "VQ917JC".
I've been using year-specific special calls every year starting in 2007
when I started with VQ97JC; my current '96' call is the 10th and last in
the string of two-digit calls, so I figured I'd add a digit instead of
recycle a previous callsign. All calls here must start with VQ9, so '17'
for the year seems like the logical next step. There's no guarantee of the
callsign change happening until the ticket is in my hand, but they've
always been very cooperative with my special prefix requests." Look for
more details to be forthcoming.

W9WNV PRESS RELEASE. The following was sent out by Martti, OH2BH, on
March 3rd [edited]: Don Miller, W9WNV Interview by Martti Laine, OH2BH
-- We are all powered by dreams of distant lands, rare DX, and the urge
to compete and stand up at the podium. Those dreams are often inspired
by those whom we admire and want to be on par with or even more.
Don Miller, W9WNV, was once a DX hero and a CQWW Contest SOAB dual
record holder (CW/SSB), but suddenly left the industry. On DXpeditions,
Don was eagerly followed by most of the DXing world. Martti, OH2BH, wanted
to emulate his efforts and become of his kind. What did Don do to create
this following?
It was Christmas 2016 when Don Miller, W9WNV, and Martti Laine, OH2BH,
gathered at Martti’s Finland home at his 70th anniversary party. This
meeting brought back reminiscences of the days when our industry was
still young and provided an interesting playing field for the evolution
of our great DX passion. For this visit, Finland was a new country for
W9WNV.
During this meeting in Finland, Don was caught on video talking about
his earlier operations and his operating methods. Many aspects of how we
operate now were pioneered by Don Miller. Split operation, “5NN,” pileup
management techniques; looking back, many of these techniques were first
implemented during Miller’s operations.
Don talks about some of these issues in the following Youtube video.

XZ, MYANMAR. Simon, HS0ZIB, who is currently living and working in Naypyidaw,
has announced on March 5th, on QRZ.com: "Close to getting permanent (5 year)
ham license in Myanmar... Just a heads up on my situation. I've been living
and working in Myanmar on and off since 2012. I previously applied for a
permanent ham license in 2012/2013, but this was not possible at that time
because the government Regulator was busy writing the telecoms laws for the
new mobile phone networks. Since last year, I have been working again in
Myanmar, first in the northern town of Mandalay, and now - more long-term,
in the administrative capital of Naypyidaw. I've been in contact with the
licensing authorities again and hope to soon be issued with a permanent XZ
license which I think will be the first license issued since the 1960's,
other than for DXpeditions. Living and working (teaching at an international
school) in Naypyidaw is quite a pleasant experience, since this modern city
is laid out over a wide footprint, more than 4 times that of New York City!
So there are plenty of green spaces, large lakes with cycle paths etc.
The downside is that there are very few foreigners living here, only some
who work for NGOs or the mobile phone companies. Shopping facilities are
very limited, and I often have to source everyday essentials from Bangkok.
Anyway, I'll update the forum if and when the license is issued."

ZF, CAYMAN ISLANDS. John, AD8J, is once again active as ZF2AG from Grand
Cayman (NA-016) until March 18th. Activity will be holiday style on 40-15
meters using mostly CW. QSL via LoTW (preferred) or direct.

ZL7, CHATHAM ISLANDS. Operators Chris/ZL2DX and XYL Catherine/ZL2QT will
be active as ZL7DX and ZL7QT, respectively, from Chatham Islands (OC-038)
sometime in May for the next 3 years or longer. Activity will be on various
HF bands plus 6m EME. QSL direct to: Chris Hannagan, Waitangi, Chatham
Islands 8013, New Zealand.
